Inaugural Defense Industry Dialog, September 2016

The first-ever Brazil-U.S. Defense Industry Dialogue occurred on September 30, 2016 in Brasilia with the participation of more than 180 participants from 70 defense firms, senior government officials and military leaders from both countries. U.S. Acting Under Secretary for International Trade Ken Hyatt led an interagency delegation from the Commerce, Defense and State Departments to launch the Dialogue, and signed a four-way Letter of Intent that institutionalized government support for the industry dialogue.

The DID integrates industry into the positive bilateral defense relationship with Brazil, and creates a platform for discussing concrete commercial issues such as supply chain integration, technology transfer & export compliance, and manufacturing standards.

U.S. Ambassador to Brazil Liliana Ayalde highlighted the defense industry as a key driver of economic growth in both countries, and called on all participants to seize the moment to focus on a concrete agenda in pursuit of tangible results.

Acting Under Secretary Ken Hyatt reiterated the importance of the bilateral trade and investment relationship – noting that trade between Brazil and USA had increased three-fold over the last 10 years – and lauded the effort focus systematically on the defense industry. Hyatt pointed to examples of successful partnership such as the KC-390, and called on all parties to seek ways to scale up our cooperation.

Minister of Defense of Brazil, Raul Jungmann, declared the importance of the DID and the ties strengthening over the last few years between the two countries, affirming that it also would be important to sign a Mutual Recognition Agreement so that laboratories in both countries can facilitate defense issues and produce binational defense equipment.

After the panel discussions topics, Hyatt and his counterpart at the Brazilian Ministry of Defense, Secretary for Defense Products Flavio Basílio, established a timeline for presentation of deliverables and future meetings of the DID. Both American and Brazilian industries reiterated their flexibility to remain engaged and maintain the Dialogue’s clear momentum. Executive Secretary of the Brazilian Chamber of Foreign Trade (CAMEX) Tatiana Rosito pledged her support for an open dialogue with the defense sector. During the final industry readout at the closing session, President of Avibras and Vice President of  Brazilian Defense and Security Industry Association (ABIMDE) Sami Hassuani joined Donna Hrinak, President of Boeing Latin America, to reinforce the importance of strengthening strategic partnerships and providing information exchange.
